The Municipality of Tilburg faced the challenge that its 2,000 employees regularly asked questions to the HR department. This required a lot of capacity, but due to the aging population and the shortage in the labor market, it was becoming increasingly difficult to respond to this. To solve this, the municipality looked for innovative AI solutions.

Tilburg is a municipality in North Brabant and, in addition to the city of Tilburg with the same name, also includes the villages of Berkel-Enschot, Udenhout and Biezenmortel. As of 1 January 2024, the municipality had 229,797 inhabitants, making it the seventh municipality in the Netherlands.

The Municipality of Tilburg has around 2,000 employees who regularly ask questions to the HR department. This requires a lot of capacity, but due to the aging population and the shortage of the labor market, it is difficult to find. That is why the municipality is also looking at innovative new AI solutions.

We have developed a digital assistant: Tillie. This assistant answers employee HR questions, based on various underlying knowledge sources that are linked. To do this, we use Large Language Models, Retrieval Augmented Generation and guardrails from our own Ally platform to ensure quality and traceability.

With Tillie, the employee becomes much more self-reliant and the pressure on the HR department is greatly reduced.
